I would say motorway services are high on a hierarchy because we expect them to be busier than regular toilets so we imagine ourselves as getting less privacy. The funny thing about privacy in a service station is that say the person/s next to us does see our penis, then what are the chances we are going to see that person seeing as they will be off on their travels when they have left the building? It's not as if we will see them again and think "they know what i look like" is it but i guess we are so used to wanting our privacy in our regular enviroment that our brains are programmed to react a certain way when we feel under threat.
