I think you are right, you do not have to give a reason why you want a RADAR key, and £3.50 is a reasonable sum to enable you to have peace of mind when out and about. Disabled toilets tend to have full-length doors and be larger inside than other facilities. Those without a RADAR lock on them are not reserved only for the disabled, but are "disabled enabled", i.e. kitted out to be easier for those with a disability to use.
