Toilet cubicles vary, some have partitions and doors with a gap at the top and bottom, but others are completely enclosed. All the big shops have toilets, so if you don't like one lot, there will be some more just down the road in big towns.
I occasionally use the disabled toilet, which will be completely enclosed with a washbasin in the cubicle. Some of them are locked and you need a Radar key for those - you can order online from Radar or I think they sell them at the information desk in some big shopping centres.
It depends what factors affect your problem. I don't usually have a problem in shops, as there are often lots of toilets, plenty of noise from hand dryers etc.
In restaurants, you often get just one completely enclosed toilet, but in others there might be 2 or 3 cubicles.
Public toilets are not always great, some are cleaner and more pleasant than others - shop and restaurant toilets are usually nice and clean and warm!
