I would like to think that it was for our benefit, but I believe it is used so that it is so annoying, that it deters guys from hanging around the toilet. This was certainly the case in some shopping centres and railway stations. But I do find it does help because it disguises other noises and means that I might even get a flow started before someone comes in. If I get the flow started I might even finish but usually it slows to a trickle.
