As a visitor to the UK, it has been frustrating having to pay to use a cubicle but for those who can use a urinal, generally there is no charge. I am slowly improving, but my wife is jealous when she has to pay and I don't if I am lucky enough to be able to use a urinal. In Emden in Germany there are no public toilets in the main town, the tourist bureau provides a map of the available restaurants, cafes and the like which do not charge for the loos. It is a good marketing idea, because when we visited we felt obliged to have a coffee at that cafe, although there was no obligation. Good luck with your research.
