The British Toilet Association http://www.britloos.co.uk/ is actively working to increase the provision of toilets, improve inclusivity and availability.
The problem arises because Local Authorities are closing public WCs due to the cost of maintaining them. Hence the BTA has accepted that charging is needed in some cases in order to reverse this slide. However another approach was adopted by Richmond BC: they have a scheme where pubs, shops etc are paid a small amount each year and agree to make their toilets available to the public; signage in the borough points the public to the providers.
It would be worth your while getting in touch with Mike Bone at the BTA.
