Im upto the stage of leaving the door open and struggle to stand there fake it. I feel like if someone goes to use and sees me not urinating they might get angry or such. I guess after doing it a few times ill be use to it.
Assuming you mean in a cubicle (stall), then no-one can see what you are doing from behind your back. They will back off quickly saying sorry and move to find another one.
If we assume they have seen you are not peeing they might think you have just gone into the cubicle and not started to pee yet or that you many be just finishing a pee Dylan. They may also just have a reflective glance into the cubicle and that glance may be so quick they might not notice whether you are peeing or not. They may move on pretty quickly to the next cubicle then as not to invade your privacy any further as they may feel uncomfortable that they have done so already. If the person is desperate for the toilet they will have that on their mind too and not have in mind what you are or are not doing.
